Washington, you are chock full of hilariously stupid laws. I know that the intention behind this law makes sense, but nothing else about it does. How in the hell do you even begin to enforce something like this? Do you stop everyone who enters each town and ask them if they have "criminal intentions"? And if they say yes, do you then arrest them for breaking this law or for being a criminal? I feel like any lawyer worth a damn could blow these charges out of the water. On top of that, what if someone actually does call the chief of police and tells him they are about to break some laws, what in the hell are the police going to do about it? It's not like they know who this person is or what they are going to do, all they know is that someone is about to start some trouble. And what about people who are already in the town who have "criminal intentions"? Are they supposed to call the chief of police, too? Damn it, Washington, did you actually think criminals would take you seriously when you passed this law? The answer to that question is - hell no.
