Stupid State Laws - Connecticut

Here comes another post about a state law that still exists on the books and why it is ridiculous (to see them all, click here):

Connecticut

"No one may use a white cane, unless they are blind."

First off, you would have to think that this would get a lot of color-coordinated pimps in trouble.  What I don't understand is why is it only white canes?  Why not black canes?  Wouldn't those be harder to see at night and therefore more dangerous to any unsuspecting victims who would not see them coming?  This law is just weird.  I really want to know what in the hell happened that made a lawmaker go, "You know what, we need to ban white canes....unless of course for the blind, they're cool".  Way to go, Connecticut, you have successfully baffled me.
