Stupid State Laws - South Carolina 2

Here comes another post about a state law that still exists on the books and why it is ridiculous (to see them all, click here):

South Carolina

"All schools must prepare a suitable program for Frances Willard Day."

I saw this law and got extremely confused because I was born and raised in South Carolina and have never heard of this guy.  After a little research, it turns out that Frances Willard is not a dude but a chick.  And now this is where things get really confusing, Frances Willard was born in New York, lived in Wisconsin and Illinois, and never once had anything to do with the state of South Carolina.  What?!?  Then why in the hell does she have a day set aside for her in South Carolina?  I'm not the only one confused by this law because I found a blurb on another website from a teacher in the state who has no idea who this lady is and has never once celebrated Frances Willard Day.  On top of that, what in the hell is a "suitable program"?  Does that mean a school play, a random presentation, or something entirely different?  In either case, I never once saw a program nor celebrated a day in this lady's honor in all of my years in the South Carolina public school system.  Come on, South Carolina, if you are going to make such a stupid law, at least enforce that thing.

"Yup, I still have no idea who this is and judging by the look on her face, neither does she."
